TR CU 004/2011 Certification Guide

Overview

This Technical Regulation applies to the certification of low-voltage (LV) equipment, to be operated in Russia and in the common customs territory of the EAEU (EurAsian Economic Union - former Customs Union).

It applies to electrical equipment suitable for connection to the network with a voltage of 75-1500 V (DC) or 50-1000 V (AC), such as control panels, switchboards, electric motors.

It sets the minimum necessary safety requirements for low-voltage equipment to be followed to protect users from injury, electrocution, heat, fire.

The requirements of CU TR 004/2011 have been coordinated with the requirements of the European Low-Voltage Directive LVD 2014/35/EU, although they are not identical.

CU TR 004/2011 does not apply to equipment for use in an explosive atmosphere (in this case CU TR 012/2011 applies).

Application

The documents confirming compliance of low-voltage equipment with the requirements of CU TR 004/2011 are:

• Certificate of Conformity: required for domestic appliances, PC and accessories, electric hand tools, cables, automatic circuit breakers, power distribution switchgear and stand-alone control panels.

• Declaration of Conformity: required for all other LV equipment.

• 1c: for serially produced equipment (tests to be performed by an accredited laboratory)

• 3c: for a contractual batch of equipment (tests to be performed by an accredited laboratory)

• 4c: for a single unit (tests to be performed by an accredited laboratory)

Main declaration schemes for equipment subject to TR CU 004/2011

• 1d: for serially produced equipment (manufacturer’s own test report is accepted)

• 2d: for a contractual batch or single unit (manufacturer’s own test report is accepted)

• 3d: for serially produced equipment (tests to be performed by an accredited laboratory)

• 4d: for a contractual batch of equipment (tests to be performed by an accredited laboratory)

Requirements

Manufacturers of products subject to this regulation, who are planning to import and operate them in EAEU countries should make sure the following requirements are met prior to shipment:

• Products conform to the safety requirements mentioned in TR CU 004/2011

• A valid certificate or declaration of conformity with the correct scheme, confirming alignment to TR CU is obtained by an accredited laboratory

• EAC mark is clearly visible on the products (note that EAC marking can be applied after confirmation of compliance to all applicable CU/EAEU technical regulations)

• Depending on the product or specific project requirements, a safety justification and/or other documents may be required.
